LHS is currently providing several Local Authorities and regions with advice and support regarding CBL Schemes on several levels stand alone, sub-regional and regional partnership working. Locata solutions are proving to be easy to implement, use and understand. The systems are also scaleable and robust. They are now being applied to several other local authorities, RSL’s and strategy Groups in this country.

HomechoiceWB is the new Choice Based Lettings scheme for West Berkshire.
This weekly scheme with unlimited eligability bidding is proving a success since it went live in March 2007. This is another scheme that LHS partnered in to meet the vision of West Berkshire in delivering choice to its customers and stakeholders.

The Derbyshire Lettings Partnership, is working sub regionally over 2 local authorities (Derbyshire Dales and High Peak), partners are Derbyshire Dales District Council, Dales Housing (LSVT), High Peak Borough Council and High Peak Community Housing (ALMO). Home-Options will be switching off its current housing management system housing register which will reside on the LHS Choice Manager. The partnership has further specified the Online Register so that assessments will be carried out electronically, so that staff will only need to verify the application if they need to. They are also moving to a 4 Bands assessment policy. Go live date is anticipated end of February 2007.

Medway Council were one of the origional 27 pilot schemes. Medway really wanted to move on with their scheme and maintain the investment they had made in it. They felt they were able to do this by partnering with LHS, its Locata systems and partnership approach delivering services met thier needs. Medway are now live with their interim system through Locata and moving towards the full-blown product. Medway have also commissioned LHS to deliver a Supported Housing and Referral system in addition to the other modules available through LHS.

The Brighton & Hove City Council's choice based lettings scheme went live at the end of May 2005. Brighton & Hove chose to work with LHS, after having carried out an extensive tendering process. Brighton & Hove were impressed with LHS’s proven track record of providing and supporting a flexible, expanding web based system that would enable them to extend their scheme out to neighbouring local authorities.

Brighton and Hove City Council run a joint housing register with 10 RSL’s and they are currently negotiating with other RSL’s and neighbouring local authorities so that they can extend the choice based lettings options across boundaries.


The Harlow District Council CBL scheme was implemented in partnership with LHS using a solution powered by the Locata system. The Homefinder scheme went live September 2005, and was designed with growth in mind. Harlow are working towards encouraging a sub-regional approach favoured by the ODPM and Locata, through the tendering process, was deemed to be the ideal solution to provide this on Harlow’s terms.

The scheme is based on providing customers a scheme user guide, property freesheet and website. Alongside this LHS is providing the support of these through all of the five bidding channels used by Locata


Southampton City Council's choice based lettings scheme went live at the end of July 2005. LHS was successful in tendering for the Southampton CBL scheme they chose to work with LHS, after realising LHS would compliment their housing strategy.

LHS works with their partners to brand the public websites to reflect this the councils image to this end the Website LHS has provided is seamlessly linked to the councils website. Southampton have chosen to use a points based system - which is easily integrated with Locata’s flexible solution - to provide basic currency of its new Choice based lettings scheme. more....
